royal guard skills

just to clarify, does all the skills work?

i am unable to use reflect damage[it wrote passive at the side].

i tried relogging, reset skills, changing shields and i didnt use reflect shield with it.
anyone have a solution?

If a skill is passive when it should not be, it is that way for one of the following reasons:

Skill has not been coded.
Skill has been coded but is pending balancing
Skill has been coded but has resulted in several server crashes or severe bugs
